The pedigree chart that I got his name from (as the father of Frances Wells who married James Brown) says that he was born in Menifee County, but Menifee County wasn't even formed until 1869. In 1822 the Edmund Wells family was in Floyd Co., so that's what I've put. (They were in Morgan Co. in 1823, but they didn't move there - Edmund was one of the founders of the county.)
