Phoebe is a granddaughter of Coleman Brown and Joanna Gregory, since she was living with their daughter Mary Genetta “Nettie” Brown Lewis in the 1910 and 1920 censuses, identified as a niece. But I do not know who her parents were. I cannot find her in the 1900 census, when she should have been about 1 year old.
